If Microsoft Account is unavailable, you can usually sign in to MSN and use MSN features that don't depend on Microsoft Account. Keep using MSN. You'll be signed in to Microsoft Account when the service is available.
If you're directed to a page that displays a "We can't sign you in online" error message when you try to sign in to MSN:

Check for network outages by visiting the Network Status page, and then selecting a service from the list.

Check for interference from firewall software on your computer.

Enable the SSL (Secure Sockets Layer) protocol.

Optimize your Windows Internet Explorer settings.
