Bing Tags beta make it easier for people that search on Bing to find the real you. When you tag pages about you or your friends from Facebook, the tagged pages are grouped higher in Bing results than those for people with the same name.
When you tag a page about yourself, a link to that page is posted on your Facebook timeline and anyone that searches for you on Bing will see the tagged page in their results.
When you tag pages about friends, they see a link to that page posted on their Facebook timelines. If you tag a page about a friend more than once a day, Facebook combines them in to one post. Your friends can see all of the pages you've tagged on Bing.

Before any tag becomes public you review it. You decide if the tag becomes public or not.
Blocking the Bing app in your Facebook settings blocks Bing Tags beta. Also, if you don't have instant personalization turned on in Facebook, you can't be tagged using Bing Tags beta.
When a friend tags you, it's posted to both your Facebook timeline and your friend's Facebook timeline. Also, you'll get a Facebook notification when a friend tags you. Click the notification or go to Bing Tags beta to review the tag and approve it or not.
