If Windows Live ID is unavailable, you can usually sign in to ninemsn and use ninemsn features that don't depend on Windows Live ID. Keep using ninemsn. You'll be signed in to Windows Live ID when the service is available.
If you're directed to a page that displays a "We can't sign you in online" error message when you try to sign in to ninemsn:

Check for network outages by visiting the Network Status page, and then selecting a service from the list.

Check for interference from firewall software on your computer.

Enable the SSL (Secure Sockets Layer) protocol.
